When it comes to measuring this flour out in a recipe, would I use the same amount of this type of flour in replacement of all purpose flour?

Per my previous response, and to complete the answer, the replacement ratio would depend on the rice and what kind of mill your recipe would need to know the right substitution rations. However, just like you would not be able to use all purpose, or bread or pastry flour for any recipe or it would alter the end result... you would wish to consider whether pasta, pizza or focaccia is what you are going for and replace as you would (or not accordingly). Also know that weather changes texture, so if it's too dry or too wet where you are, also consider not just the flour to flour ratio but also liquid ratios...
